The Caswell County Juvenile Crime Prevention Council is made up of interested citizens, professionals working with youth, and young people themselves. The Council endeavors to stimulate interest in the problems of young people, assist agencies in planning and coordinating work with young people, and encourage development of programs designed to prevent juvenile delinquency.

The Caswell County Juvenile Crime Prevention Council is appointed by and accountable to the Caswell County Board of Commissioners. An important function of the council is to make recommendations to the commissioners regarding the allocation of NC Department of Public Safety funding for programs relating to young people and the prevention of juvenile delinquency.

The duties of the Caswell County Juvenile Crime Prevention Council (JCPC) as enumerated in the State Juvenile Code are as follows:

  1. Annually review the needs of juveniles in the county who are at risk of delinquency, or who have been adjudicated undisciplined or delinquent, and the resources available to address the needs;
  2. Develop and advertise a request-for-proposal process and submit a written plan of action for the expenditure of juvenile justice funds to the board of county commissioners for its approval and submission to the NC Department of Public Safety, division of Juvenile Justice;
  3. Ensure that appropriate intermediate dispositional options are available, and prioritize funding for intermediate and community-level dispositions. The state requires that each county have programming in place to provide alternative sentencing options (such as Teen Court and/or Restorative Justice Circles) and a mechanism for youth offenders to provide community service/restitution.

In addition to the annual needs assessment and funding plans, the Council is also required to monitor the performance of funded programs.

The Council advocates on behalf of Caswell’s youth, with a particular focus on those youth currently involved or at risk of becoming involved in the juvenile justice system.

Caswell County Commissioners appoint members to the JCPC in accordance with the following recommendations:

  1. School Superintendent (or designee)
  2. Police Chief (or designee)
  3. Local Sheriff (or designee)
  4. District Attorney (or designee)
  5. Chief Court Counselor (or designee)
  6. Director of Area Mental Health, Developmental Disabilities, and Substance Abuse Authority (or designee)
  7. Social Services Director (or designee)
  8. County Manager (or designee)
  9. Substance Abuse Professional
  10. A member of the Faith Community
  11. A County Commissioner
  12. A person under the age of 21
  13. A Juvenile Defense Attorney
  14. Chief District Court Judge (or designated District Court Judge )
  15. A member of the Business Community
  16. Local Health Director (or designee)
  17. A Representative from United Way (or other funding partner)
  18. Recreation Department representative (or other Non-Profit Agency)
  19. Up to seven members of the general public
